This letter provides a revision to Gulf States U1ilitics Company's response to Generic Letter 89-13, "Service Water System Problems Affecting Safcty-Rcl:ltcd Equ ipmcnt". The subject generic letter requested that licensees perform cert a in actions to ensure thai tlll!ir service water system is maintained in compliance with applicable codes and criteria.
GSU's rcspome to Section 11. of the generic letter l~onccrning heat exchanger perfonnancc testing 'stuted that:
GSU is developing a Heat Exchanger Pcrfonnam:c Moni1oring Program...
which meets lhc recomml!ndcd actions of thjs generic lcttf.!r.
As pan of this response, a list of safety-related heal exchangers and the date of iuiLial lc11l was provided. Ti ail, iis1 indudcd the residual hear removal ( RH RJ IH::u exchangers radiation monitor coolers. 111c date of initial test for these radiation monitor ~oolcrs wus scheduled for Refueling Outage (RF,) 4.
Subsequent to the sc:heduling of this testing, GSU developed plans to clean and panially replace ponions of the plant service waler system.
The. supply and
. disch, irge piping to ~trtcf fr<>rn the! RHR radiation m(>ni1or coolers was iiicludcd in the piping replacement perforined dtlriug RF-4. GSU now plans to inspect and/or replace these sample coolers prior to puning the RHR radiation monitors back

., This new schedule for testing of these heat exchangers has no impact on the safety of River Bend Station or any effect on the heat exchanger pcrfonnancc monitoring program since grab samples will continue to he taken wl1c.n the RHR heat exchangers m-c in service to detect and isolate any system breaches. Because the s<.~rvice water system at. River Bend Station is now a closed water system, system pcrfonnancc as well as heat exchanger pcrfnnn:mcc will be greatly improved.
