Dear Mr. Grier:

This letter serves to provide additional information concerning deficiencies in separation criteria for electrical equipment and systems previously reported under the provisions of 10CFR50.55(e) in the above references.

In particular, our evaluations of subsequent Bechtel reports on the referenced conditions have revealed additional concerns involving separation criteria which require investigation.

, Section 3.13.1 of the Susquehanna Steam Electric Station FSAR addresses the electrical separation criteria of Regulatory Guide 1.75 Rev.

1 (1/75) and commits to the use of IEEE Stand 384-1974 with certain exceptions.

Contrary to this commitment, several instances have occurred where this requirement was not specified in the equipment specifications provided to the manufacturer.

The root cause of these and other separation violation conditions is an apparent failure to backfit these requirementsinecessitated by-revised licensing criteria, in basic design documents.

Specific variations from the FSAR commitment have involved the 250VDC system (reported in PLA-420) and the 4.16KV switchgear (reported in PZA-426).

These and other deficiencies in electrical separation requirements will be consolidated, addressed and closed out as a single item in our future correspondence with the Commission.

The decision to treat these deficiencies as a single defective condition is based upon their similar nature and the proposed integrated course of corrective action to be taken by Bechtel to remedy the situation.

Some of the actions being taken include: the generation of a computer sort of cables in control panels, load centers, motor control centers, and other electrical equipment to determine if a mixture of more than one separation class exists; a review of all wiring and cable terminations in the equipment; and an analysis of internal wiring as well as the cable routing in equipment to deter-mine if separation nonconformances exist.

Corrective action for deficiencies in all Unit 1 electrical equipment and the submission of a final report on the defective condition is expected prior to December 31, 1980.

The Commission will be advised of any significant developments on this subject, as they arise.
