I approve the gsnned actions by the staff regar~g the eaetsp~ns from 10 CFR 70.24.
'L also support the staff's plan related to enforcement actions.
The staff should eapedite the rulemakhng activity to ikminate the recurving exemptions to the requirements in 10 CFR 70.24.
Rnce the issues are straight forvard and the staff's resolution plan are clearly articulated in this paper, the staff should consider vhether it is feasible to proceed direcQy to rulemarclng and start developing the draft rule.
