In accordance with Technical Specifications (TS) 6.9.1.6.4, Carolina Power & Light Company (CP&L) hereby submits the Harris Nuclear Plant (HNP) Cycle 9 Core Operating Limits Report (COLR).
This COLR revision incorporates changes necessary as a result ofCycle 9 core changes. A summary ofthe COLR changes is contained in Enclosure 1. Enclosure 2 contains a copy ofthe Cycle 9 COLR.
In addition to the Cycle 9 COLR revision, HNP is correcting previous information submitted to the staff with regards to the Cycle 8 COLR, Revision
- 1. By letter dated September 21, 1998, HNP reported that the previous Moderator Temperature Coefficient (MTC) Surveillance Limitof -36.4 pcm/'F was calculated using an analytical method that was not specifically reviewed and approved by the NRC. Additional research has determined that the original Cycle 8 MTC Surveillance Limit values were in fact, calculated in accordance with NRC approved methodologies. This incorrect information was caused by an internal mis-communication which has been resolved. HNP regrets any inconvenience to the NRC caused by erroneous information contained in the September 21, 1998 letter. The MTC Surveillance Limit included in the Cycle 9 COLR supersedes these previous versions.

At the beginning of the cycle, increased the requirement for the total number of detector thimbles required from 38 to 45. Additionally, at the beginning of the cycle, specified that detector thimbles be operable at either location J-10 or L-14. A detector thimble at one of the followinglocations must also be operable at the beginning of the cycle, N-S, H-6, or J-7.
Changed Figure 2 to reflect new rod parked position from 225 to 222 steps.
