RELEASE VOTE 171 '2..c (YY/

JE J>r*:a. .,,

  • p I concur with the comments of commis*ioner Remick, particularly his praise of the statf*s fine woxk throughout the Regulatory Impact survey process.

I agree with Commissioner Remick 1 s request for an update one rear from now on staff* s progress on implementing these activit es.

Furthar, the update should not merely report on progr***, but should be a vehicle for periodic a*******nt of the program described in this Secy, The asaesament should evaluate leaaons learned from the success or failure of different efforts, and tram 1 icensec assessments of these et forts, Thia aaaeaamant may suggest additional efforts, o~ modificationa of effortc, which should be reported to the commission. staff activity should include periodic licensee surveys to get necessary information on ongoing efforts, and to maintain a better awareness of our impacts on lic*n**** than we have had in the past. We should not wait until the situation has deteriorated again before repenting our efforts to learn or licensee concerns. A continuing program to obtain feedback from licensees can be accomplished without a large effort and expendituro of resources. Tailored, small scope surveys, can be most effective, if done on a prograltllled routine basis. The first

.Jtaff progress report should outline how the staff plans to maintain such continuing feedback. That plan and subsequent plans should &ammarize the information obtained.
