In accordance with Technical Specification (TS) 6.9.1.6.4, Carolina Power &Light Company (CP&L) hereby submits a mid-cycle revision to the Harris Nuclear Plant (HNP) Cycle 7 Core Operating Limits Report (COLR).
Revision 4 to the COLR incorporates changes necessary to support the temporary relaxation of the minimum required number ofdetector thimbles in the Movable Incore Detection System for the remainder ofCycle 7. The minimum required number ofdetector thimbles is reduced from 38 to 25. The requirements for the Movable Incore Detection System were relocated from the Technical Specifications to the COLR by License Amendment No. 65 issued by the NRC on July 24, 1996. The reduction ofthe minimum required number ofdetector thimbles was evaluated in accordance with 10 CFR 50.59 and the additional requirements contained in the NRC letter dated July 24, 1996.
