Adoption of NRC Licensing Guidance by Reference Date: Thursday, January 11, 2018 4:03:00 PM Bill, Fran and Littia:
As a follow-up to our discussion earlier today regarding the adoption of NRCs NUREG-1556 licensing guidance by reference, I checked with our Office of General Counsel and they support NRCs staff position that Vermont could indicate in their Agreement application that they plan to adopt NRC licensing guidance by reference to meet the adequacy and compatibility requirements for Section 4.3 of SA-700. Please also reference those other NRC licensing guidance documents (i.e., pre-licensing checklist) you plan to use that are not part of the NUREG-1556 series in your Agreement application.
In addition, we ask that in your application you commit to provide general instructions when applicants/licensees accessed the licensing guides to provide any Vermont specific instructions. Those instructions may include where to submit a license application, where to submit fees or the required use of specific Vermont forms. The Commonwealth of Pennsylvania and other Agreement States use NUREG-1556 licensing guides. Those States may have examples of general instructions you could use as a starting point.
