This request is in response to your letter of August 12,

1993, (LAC-13288) in which Dairyland Power Cooperative (DPC) informed the NRC of DPC's intention to introduce a natural gas pipeline onto the site LACBWR shares with one of DPC's coal-fired units.

DPC's purpose for the introduction of the natural gas pipeline is to co-fire the coal-fired unit with natural gas.

Also, DPC submitted the results of a safety analy'sis performed to determine the effects on LACBWR due to a potential failure of the proposed natural gas pipeline.

The NRC staff has completed a portion of its review of DPC's natural gas pipeline safety analysis and has determined that additional information is required to fully complete this review.

Therefore, DPC is requested to meet with the staff to discuss DPC's natural gas pipeline safety analysis.

DPC should be prepared to discuss matters related to potential failures of the proposed natural gas pipeline including the following:

a postulated accidental ground level detonation, or why DPC omitted this scenario; the effect of the fireball thermal flux on the LACBWR reactor containment building; the effects of flooding on the integrity of the proposed natural gas pipeline; and an evaluation of a pipeline fire/explosion on the integrity of hydrogen cylinders used to cool the generators.

Subsequent to this meeting the staff will determine the need for a formal request for additional information (RAI).
