On September 23,1995, Carolina Power and Light Company (CP&L) submitted a letter to the NRC (HNP-95-083) which addressed design and licensing basis issues associated with the Reactor AuxiliaryBuilding (RAB) Emergency Exhaust System.
A meeting to discuss these issues with the NRC staff was held on September 25,1995 at NRC headquarters.
As part of discussions at the meeting regarding the atmospheric dispersion factors (X/Q) used in the Technical Support Center dose calculation, amplifying'information was provided regarding X/Q adjustment factors.
In a manner similar to the original submittal, a discussion of these adjustment factors and the associated proposed Final Safety Analysis Report (FSAR) revision are enclosed for your review and approval as part of the overall issue.
The information enclosed is only an amplification of the previously submitted information; therefore, the original evaluations for no significant hazards and environmental considerations remain valid. Questions regarding this matter may be referred to Mr. T. D. Walt at (919) 362-2711.

s Modified the description to note that postulated post-accident assumptions and source terms are described in FSAR Section 15.6.5.4.4 and to indicate that the atmospheric dispersion factors (X/Q) used in the Technical Support Center (TSC) dose calculations were developed using the methodology described in NUREG/CR 6331, Atmospheric Relative Concentrations in Building Wakes, May 1995.
Further amplified the discussion to note that these dispersion factors were adjusted for variability in wind direction using the Murphy and Campe methodology.
No adjustments were made for wind speed.
