By [[letter::HNP-95-023, Application for Amend to License NPF-63,revising EDG SR Contained in Section 4.8.1.1.2 to Be Consistent w/NUREG-1431 New Std TS for Westinghouse Plants & Eliminating Need for Duplicate EDG Testing Being Performed|letter dated March 30, 1995]], Carolina Power & Light Company (CP&L) submitted a Request for License Amendment for the Shearon Harris Nuclear Power Plant (SHNPP).
The proposed amendment would revise the Emergency Diesel Generator (EDG) Surveillance Requirements contained in Technical Specification (TS) Section 4.8.1.1.2 to be consistent with NUREG-1431, the new Standard Technical Specifications for Westinghouse Plants.
The purpose of this letter is to provide supplemental information to address NRC Staff questions communicated on May 10, 1995, relative to the March 30, 1995 request.
Specifically, the following is provided in response to NRC Staff questions:
The original March 30, 1995 submittal stated that Surveillance Requirement 4.8.1.1.2.f.1 would be deleted.
This specification requires EDG inspections every 18 months, in accordance with procedures prepared in conjunction with TDI Owners Group recommendations.
Though deleted from TS, the owners group requirements have been incorporated into the EDG Reliability and AvailabilityProgram/Procedure.
This procedure is contained in the Plant Operating Manual, and any changes to its contents willbe controlled in accordance with the requirements of 10CFR50.59.
In the future, we plan to update this program, as appropriate, in conjunction with vendor recommendations and industry experience.
The original submittal stated that Surveillance Requirement 4.8.1.1.2.f.8 would be deleted.
This specification requires verification that automatically connected loads do not exceed the EDG's continuous rating of 6500KW. Though deleted from TS, this requirement remains in plant test procedures.
This verification willcontinue to be performed at a refueling cycle periodicity by testing, design verification, or a combination of both to ensure that the auto-connected loading has not changed significantly.
The original submittal included a new Surveillance Requirement 4.8.1.1.2.f.14, to incorporate the EDG "Hot-Restart" test as specified in NUREG-1431, Surveillance Requirement 3.8.1.15.
The submittal stated that the test would be performed within 5 minutes of shutting down the 9507130013

The "... at least one hour or until operating temperature has stabilized" requirement was based on existing SHNPP TS.
As recommended by the NRC Staff on May 10, 1995, Surveillance Requirement 4.8.1.1.2.f. 14 willbe changed to incorporate a 2-hour EDG run time requirement per NUREG-1431, versus "... at least one hour or until operating temperature has stabilized."
Please refer to the enclosed TS page, which has been revised accordingly.
The original submittal stated that the verification of the generator lockout features contained in Surveillance Requirement 4.8.1.1.2.f.10 would be deleted.
On May 10, 1995, the NRC Staff expressed a concern with the deletion of the mode selector switch verification. This switch prevents EDG operation while in the maintenance mode.
Though important to personnel safety, the mode selector switch has no "plant" safety-related function, is not contained as a surveillance requirement in NUREG-1431 and, therefore, need not be included as a surveillance requirement in TS. The actual activation of this maintenance feature is evidenced by observing the indicating lights on the EDG control panel and the extension of the shutdown cylinder (fuel racks in the "no-fuel" position).

The final item discussed on May 10, 1995, was the deletion of the **footnote on the bottom of page 3/4 8-6. This deletion was administrative in nature only, since the footnote no longer applied to page 3/4 8-6.
