VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: MAIN CONTROL ROOM EMERGENCY HABITABILITY SYSTEM CHANGES TO SATISFY POST-ACTUATION PERFORMANCE REQUIREMENTS (LAR 17-001) (CAC NO.
RP9629/EPID NO. L-2017-LLA-0145)
Dear Mr. Whitley:
In response to your application dated May 9, 2017, as supplemented by letter dated September 15, 2017, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 108 and 107 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to Tier 2 information in the Updated Final Safety Analysis Report (UFSAR), plant-specific Tier 1 information in the Design Control Document (DCD), with corresponding changes to Appendix C of the Facility COLs, and the Technical Specifications in Appendix A of the Facility COLs.
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific DCD Tier 2 information and involve changes to COL Appendix C and COL Appendix A, Technical Specifications. The changes revise the licensing basis information to reflect design changes to the main control room emergency habitability system to address the main control room envelope temperature response.
The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified DCD, as specified in License Amendment Request 17-001. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the exemptions and amendments, is enclosed. The notice of issuance of the amendments and the exemptions documents included in this letter will be published in the Federal Register.
