a me Data Evaluation Narrative - Revision 1 Project: TVA Clinch River SMR Project Project Number: 6468-13-1072 Matrix: Groundwater SDGs: TAL 160-4584-1, 160-4600-1, 160-4625-1, 160-4643-1 Introduction A data quality evaluation (DOE) was performed on the data reported for groundwater samples collected for the Tennessee Valley Authority (TVA) Clinch River SMR project located in Oak Ridge, Tennessee in November 2013. The groundwater samples were collected from observation wells, selected by the Client for chemical analyses, and shipped to the laboratory on November 19-24, 2013 for Cations, Anions, Alkalinity, Ammonia, Nitrate/Nitrite, Total Dissolved Solids (TDS), and Cation/Anion Balance.

The following sections provide summary discussions of the data qualifications for the analytical methods for samples collected. A Level II DQE validation was performed on samples analyzed by the fixed-based laboratory methods reported within these sample delivery groups (SDGs).

A Level II DOE includes a review of the following criteria: sample integrity, holding times, reporting limits, method blanks, laboratory control samples (LCSs), surrogate recoveries (where applicable), matrix spikes/matrix spike duplicate (MS/MSD) recoveries and relative percent differences (RPDs), laboratory and field duplicate RPDs, and trip, field, and/or equipment blanks. Data were reviewed using precision and accuracy control limits presented in the laboratory's OAPP.

This Data Evaluation Narrative was revised to correct manganese results reported for well OW-419U. Only Tables 1, 1a, and 2 were revised. This correction did not impact the data quality, and Test America reports are not affected.

DOE data qualifications were applied, if necessary, in accordance with procedures in USEPA guidelines (USEPA, 2004), the method, and professional judgment using the following qualifiers:

B = Estimated quantitation; possibly biased high or false positive based on blank data.

J = Estimated quantitation based on associated QC data.

JQ = Estimated quantitation; value is between the reporting limit and the detection limit.

JH =Estimated quantitation; possibly biased high based on QC data.

JL = Estimated quantitation; possibly biased low based on OC data.

U = Undetected.

UJ = Undetected; the reporting detection limit is considered imprecise.

UL = Undetected; data biased low: the reporting detection limit is higher than indicated.

R = Unusable; The sample results are rejected due to serious deficiencies in meeting the Quality Control criteria.

Deliverables The data package as submitted to AMEC Environment and Infrastructure, Inc. (AMEC), is complete as stipulated under Attachment 6: Observation Well and Water Level Monitoring & Sampling Procedures of the TVA Clinch River SMR Project Work Plan for Geotechnical Services (AMEC, 2013) and the Quality Assurance Project Document (QAPD)(AMEC, 2013) for United States Environmental Protection Agency (USEPA) Methods 6020A, 300.0, 310.1, 350.1, 160.1, and SM1030F.

Sample Integrity Samples within these SDGs were submitted to Test America Laboratories (TAL), St. Louis for Cations, Anions, Alkalinity, Ammonia, Nitrate/Nitrite, Total Dissolved Solids (TDS), and Cation/Anion Balance.

Cations (Method SW6020A)

The groundwater samples were submitted to TAL for cation analysis by Method SW6020A. The cations analyzed for consisted of the following metals: calcium, iron, magnesium, manganese, potassium, silica, and sodium. The Level II DQE components were within laboratory QC limits with the following exception:

The field duplicate relative percent difference in duplicate pair OW 101-L-CC and OW 101-L-C exceeded 20% for calcium (27%).

Action: The calcium results in sample OW 101-L-CC and OW 101-L-C were considered estimated and flagged "J".

In addition, qualification was required for the following:

Results were present between the MDL and RL and flagged "JQ".

Any result reported between the RL and MDL is considered a quantitative estimate. The results reported between the RL and MDL were flagged by the laboratory with a "J" qualifier. AMEC changed the "J" to a "JQ" qualifier.

Action:

The associated sample results were qualified as estimated and flagged "JQ" unless overridden by other QC criteria in the following samples:

Anions (Method MCAWW 300.0)

Iron OW-419-U-C OW 417-L-C The groundwater samples were submitted to TAL for anions (bromide, chloride, fluoride, and sulfate) analysis by MCAWW Method 300.0. The Level II DQE components were within laboratory QC limits with the following exception:

The field duplicate relative percent difference in duplicate pair OW 420-L and DUP-1 exceeded 20%

for chloride (21 %).

Action: The chloride results in duplicate pair OW-420-L and DUP-1 were considered estimated and flagged "J".

MS/MSD recoveries for fluoride recovered high in MSD spiked sample OW 401 -L-A and in spiked sample OW 420-L.

Action: The fluoride results in samples OW 401-L-A and OW 420-L were flagged "JH".

The groundwater samples were submitted to TAL for nitrate/nitrite as N analysis by MCAWW Method 300.0. The Level II DQE components were within laboratory QC limits with the following exception:

The field duplicate relative percent difference in duplicate pair OW 420-L and DUP-1 exceeded 20%

for nitrate (36%).

Action: The nitrate results in duplicate pair OW-420-L and DUP-1 were considered estimated and flagged "J".

MS/MSD recoveries for nitrite recovered high in spiked sample OW 409-U-A, nitrite recovered low in MSD spiked sample OW 401-L-A, and the MS/MSD recoveries for nitrite recovered low in spiked sample OW 415-U-A and sample OW-420-L.

Action: No qualification was required for high bias because nitrite was not detected in sample OW 409-U-A. The nitrite as N results in samples OW 401-L-A, OW 415-U-A, and OW 420-L were flagged "UL".

The initial calibration verification (ICV) failed low (89%) for nitrite in IC batch 91006. The following samples in this batch were all ND for nitrite: DUP-1, OW 202-L, OW 420-L, OW 421-L. By the time the excursion was discovered by the laboratory, the samples were out of 2x hold for nitrite. A reanalysis of the samples was performed on 12/06/13, which verified the original ND status of the samples. These samples are reported for Nitrite from the original run, with the reanalysis data provided in the data package.

Action: The nitrite results reported in samples DUP-1, OW 202-L, OW 420-L, OW 421-L were qualified as estimated with a possible low bias and flagged "UL ".

In addition, qualification was required for the following:

Results were present between the MDL and RL and flagged "JQ".

Any result reported between the RL and MDL is considered a quantitative estimate. The results reported between the RL and MDL were flagged by the laboratory with a "J" qualifier. AMEC changed the "J" to a "JQ" qualifier.

Nitrate Nitrite OW 101-L-AA OW409-L-AA OW 101-L-A Ammonia (Method 350.1)

The groundwater samples were submitted to TAL for ammonia analysis by EPA Method 350.1. The Level II DQE components were within laboratory QC limits with the following exception:

The holding time of 28 days was exceeded by several days resulting in a possible low bias.

The continuing calibration verification (CCV) standard recovered high or low for some samples.

Field duplicate precision exceeded 20% in duplicate pair OW 420-L/DUP-1.

MS/MSD recoveries for ammonia recovered high in spiked sample OW 409-U-A.

Action: The ammonia results for samples reported in SDGs 160-4584-1, 160-4600-1, 160-4625-1, and 160-4643-1 were qualified "J" due to holding time exceedence, CCV recovery, field duplicate precision, and/or MSIMSD recovery.

Total Dissolved Solids (Method 160.1)

The groundwater samples were submitted toTAL for TDS analysis by EPA Method 160.1. The Level II DQE components were within laboratory QC limits.

Alkalinity (Method 310.1)

The groundwater samples were submitted to TAL for alkalinity (bicarbonate/carbonate) analysis by EPA Method 310.1. The Levell! DQE components were within laboratory QC limits.

Cation/Anion Balance (Method SM1030F)

The groundwater samples were submitted to TAL for cation/anion balance analysis by Standard Method SM1030F. The cation/anion balance results were reviewed based on accuracy checks recommended by the USGS (USGS, 1992) and resulted in the following observations:

The sum of cations did not equal the absolute value of the sum of anions and/or were not within 1-2% differencefor0W-101L, OW-409U, and OW-415U.

The% error exceeded s 5% for OW-101L, OW-409U, and OW-415U.

A "total" metals fraction was analyzed instead of the "dissolved" metals fraction.

The o/oD between the measured TDS and the calculated TDS were generally below 5% indicating a relatively good correlation.

Action: An interpretation of results indicate that the cations are higher than the anions because "total" metals were analyzed for instead of "dissolved" metals resulting in a high bias. A "total" digestion will dissolve metals from any suspended solids, elevating the cations. In addition, the samples that exhibited high % errors contained calcium greater than 100 mg/L. Table 1 presents the summary of the cation/anion balance evaluation.

a me Overall Site Evaluation and Professional Judgment Flagging Changes The chemical data included in these SDGs was validated in general accordance with the guidelines contained in the project work plan and DQE flags were applied as indicated.

The data is usable with qualification. As previously discussed, the ammonia data is estimated and may be either biased low due to hold time exceedence or biased high due to CCV and/or MS exceedence.

Although the hold times were exceeded, the impact to the results is minimal because the samples were preserved and analyzed within 2x the recommended hold time. The cation/anion balance review indicates that the geochemical data collected for wells OW 1 01-L, OW 409-U, and OW 415-U show a poor correlation between the anions and cations balance. Factors that may affect the cation/anion balance may include the following:

A "total" metals analysis was performed instead of a "dissolved" analysis.

The presence of limestone in the Oakridge, Tennessee area groundwater. When the metals sample is placed in a bottle preserved with nitric acid to lower the pH<2, the limestone will react with the acid and form calcium carbonate yielding higher calcium results. Each of these wells had elevated calcium (> 120 mg/L).

Laboratory error A validated data summary of the analytical results is presented in Table 2.

Completeness Summary Completeness is defined by the percentage of analytical results judged to be valid (including estimated values). Based on the preceding criteria, this data set reported for the groundwater samples is usable with the qualifications discussed above.

There were 13 locations plus 2 duplicate locations submitted for 24 parameters each for a total of 360 points. Overall, there were 360 laboratory soil data points reported. The calculated analytical completeness for the data evaluated from the soil sampling event is 100% because no data points were rejected. The analytical completeness achieves a completeness goal of at least 90%.
