NRC INTEGRATED'INSPECTION REPORT NOS. 50-250/99-04, 50-251/99-04
Dear Mr. Plunkett:
This refers to the inspection conducted on June 13,through July 24, 1999, at the Turkey Point 3
and 4 reactor facilities. The enclosed report presents the results of that inspection.
During the inspection period, your conduct of activities was generally characterized by safety
conscious operations.
Operator response and recovery from a control rod power supply failure
were excellent.
Quality assurance
audits were balanced and thorough.
Based on the results of the inspection, the NRC has determined that two violations of NRC
requirements occurred.
These violations are being treated as nonsked violations (NCVj,
consistent with Appendix C ofthe Enforcement Policy.. The NCVs are described in'the subject
inspection report. Ifyou contest the violation or severity level of these NCVs, you should
provide a response within 30 days of the date of this inspection report, with the basis for your
denial, to the Nuclear Regulatory Commission, ATMDocument Control Desk, Washington DC
20555-0001, with copies to the Regional Administrator, Region II, the Resident Inspector at your
facility, and the Director, Office of Enforcement, United States Nuclear Regulatory Commission,
Washington DC 20555-0001.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure willbe placed in the NRC Public Document Room.
