SUMMARY

OF MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND FPL REPRESENTATIVES TO DISCUSS THE TURKEY POINT LICENSE RENEWAL PROCESS On April 14, 1999, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives from Florida Power & Light Company (FPL) to discuss the status of the license renewal efforts for Turkey Point Unit Nos. 3 and 4. FPL described its plans for preparation and submittal of a license renewal application in December 2000. Turkey Point will be the first Westinghouse plant to request a license renewal. A list of meeting attendees is provided in. FPL presentation materials are provided in Enclosure 2.

FPL plans to reference three Westinghouse Owners Group generic technical reports (GTR) on aging management in its renewal application. These GTRs are (1) WCAP-14574, "Pressurizer;"

(2) WCAP-14575, "Class 1 Piping"; and (3) WCAP-14422, "RCS Supports."

GTR WCAP-14577, "Reactor Vessel Internals," will not be referenced in the application, but willbe used to help develop a plant-specific aging management program for reactor vessel internals.

FPL described their support of the Part 51 rulemaking on high-level waste transportation, and asked for a separate meeting with the staff to discuss Severe Accident Mitigation Alternative issues.

A request was made for removal of Environmental Justice reviews from the license renewal process.

Staff suggested that FPL could pursu'e the matter in a petition for rulemaking.

FPL also cited the importance of timely resolution of Priority 1 renewal issues to its application.

Pointing out that Turkey Point is the first Westinghouse nuclear steam supply system plant requesting license renewal, FPL also requested that the NRC provide relief from the Part 170 fees for staff review of its application.
