Dear Sir or Madam:

In the Reference, Nebraska Public Power District (NPPD) submitted the Mitigating Strategies Assessment (MSA) for the reevaluated flood hazard for Cooper Nuclear Station (CNS). As a result of an audit discussion with the Nuclear Regulatory Commission (NRC) on June 7, 2017, and further engineering analysis, NPPD determined that CNS' primary strategy for coping with a beyond-design-basis external flooding event would be modified.

NPPD informed the NRC of this decision during a teleconference on September 18, 2017. The purpose of this letter is to provide Revision 1 to CNS' MSA for Flooding (Attachment 1). The revisions made to the MSA are shown by revision bar in the right hand margin. NPPD requests Attachment 1, which contains security-related information, be withheld from public disclosure in accordance with 10 CFR 2.390. A redacted version of CNS' revised MSA is provided as Attachment 2 and is suitable for public disclosure.

There are no new regulatory commitments contained in this correspondence.
