The Nuclear Regulatory

(NRC) Systematic
Assessment
of Licensee
Performance
(SALP) has
been completed for your Turkey Point Nuclear
Plant.
The facility was assessed f'r the period of August 18,
1996, through
August 22,
1998.
The results of the assessment
are documented
in the enclosed
SALP report.
This report will be discussed
with you at
a public meeting to be
held at the Turkey Point site, on October 22,
1998,. at 1:30 p.m.
(EDT).
The SALP Board members
evaluated your performance in four functional areas:
Plant Operations,
Maintenance.
Engineering
and Plant Support.
The safety
performance at your Turkey Point plant continued to be assessed
as superior in
all SALP functional areas
for the third consecutive
SALP period.
Contributors
to this performance
were your conservative
decisions relative to the
- probability of risk in the plant's operation.

assurance
processes
effective in identifying and resolving problems,
and your
effective use of lessons
learned to prevent repetitive problems.
The SALP Board members
noted plant operational
performance
ear ly in the
SAI P
period that was not at the superior level;
however
. Operations
Management
reversed the negative trend,
and you were effective in changing the
performance level to superior for the last twelve months of the period.
