An NRC'inspection

was conducted July 27 - 31,

and August

10 - 14,

1998, at

your Turkey Point Units 3 and 4 reactor tacilities.

This was

a Safety System

Engineering Inspection

(SSEI).

The primary objective of this SSEI was to

determine if the Auxiliary Feedwater

(AFW) System was designed,

operated,

and

maintained consistent with the design

and licensing bases.

Overall, the inspection determined that the

AFW system

was designed,

operated

and maintained consistent with the design

and licensing bases.

The

calculations to support

system performance,

although considered

numerous,

were

adequate.

The team found that modifications to the system met design

and

licensing basis

requirements

and no unreviewed safety questions

had been

introduced.

The team found that the quality of the later plant modification

pa'ckages

had improved over ear lier packages.

Your pre-inspection. self

assessment

on the system

was very thorough

and is considered

a strength.

In

addition, the team also considered

the detail of the design basis

documentation to be

a strength.

The team also found that your corrective

actions for AFW system related

problems were applied in, an effective'manner.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this l'etter and its enclosures will be placed in the

NRC Public Document

Room.
