Dear Mr. Plunkett:

On August 7-13,

1998, the Nuclear Regulatory Commission

(NRC) administered

examinations to employees of your company who had applied for licenses to

operate the Turkey Point Nuclear Plant Units 3 and 4.

At the conclusion of

the examination,

the examiners

discussed

the examination questions

and

preliminary findings with those

members of your staff identified in the

enclosed

report.

A Simulation Facility Report is included in this report as

Enclosure

2.

A copy 'of the written examination questions

and answer

key.

as

noted in Enclosure 3, is available from *your training staff.

Facility post-

examination

comments

and NRC's resolution of these

comments

are included in

this report as Enclosures

4 and 5; respectively.

Of the six senior reactor operator

(SRO) and reactor

operator

(RO) applicants

who received written examinations

and operating tests.

five candidates

passed

(and one candidate failed) the examination,

representing

an 83 percent

pass

rate.

Four of the six candidates

were identified as having some performance

weaknesses

in the Administrative Topics area.

The individual examination

reports should

be reviewed to determine if adjustments to the training

program,

as well as individual remediation,

are needed.

During the course of examination

development,

your staff conducted

a thorough

review of NUREG-1122.

"Knowledge and Abilities Catalog for Nuclear

Power Plant

Operators:

Pressurized

Water Reactors."

Revision 1.

Your stpff identified

over

450 problems with this catalog.
