Dear Mr. Rebuth:
I am responding to your letter dated April28, 1998, to Shirley A. Jackson, Chairman of the U.S.
Nuclear Regulatory Commission (NRC). You requested that NRC forward any and all information the staff has relating to the proposed expansion and commercial development of the Homestead AirForce Base site located near the Turkey Point nuclear power plant.
The staff is aware of the potential conversion of the Homestead AirForce Base site to a commercial airport. At this time, the staff does not have any specific information related to your request.
However, the staff has requested the licensee to address the impact of the potential increase in air traffic that may result from the proposed commercial conversion on the safety of the Turkey Point plant (enclosed).
Also, the staff has requested the licensee to address the potential effect the proposed expansion and commercial development may have on offsite emergency planning. You should be aware that the licensee's final safety analysis report contains information relating to air traffic and emergency planning. The staff has requested that the licensee update this document, as appropriate, ifthe projections significantly exceed that described in the present study to reflect the impact of this external hazard.
The staff willreview the licensee's responses arid ensure you receive copies of any relevant materials per your request.
