ST. LUCIE UNITS 1 AND 2; TURKEY POINT UNITS 3 AND 4 - SAFETY EVALUATIONON PROPOSED QUALITYASSURANCE PROGRAM DESCRIPTION CHANGES (TAC NOS. M98670, M98671, M98672, AND M98673)
Dear Mr. Plunkett:
On April 29, 1997, you requested review and approval of a proposed change to the Florida Power and Light Company's (FPL) Topical Quality Assurance Report (FPLTQAR 1-76A).
The proposed change was considered a reduction in commitment pursuant to 10 CFR 50.54(a)(3) and involved a reduction in the amount of organizational detail given in Section 1.0 titled "Organization".
As documented in the enclosed safety evaluation, we have determined that the proposed change is not acceptable since it does not adequately satisfy the regulatory requirement to clearly delineate in writing the functional responsibilities of organizations performing activities on safety-related equipment.
