Dear
Mr . Plunkett:
On September
8 - 17,
1997, the
NRC administered
examinations to employees of
your company who had applied for licenses to operate the Turkey Point Nuclear
Plant Units 3 and 4.
At the conclusion of'he examination,
the examiners
discussed
the examination questions
and preliminary findings with those
members of your staff identified in the enclosed
report.
The written
examination
was administered
Sepember
12,
1997, transmitted to the
NRC in
Atlanta the next week,
and received
September
17.
1997.
A Simulation Facility Report is included in this report as Enclosure
2.
A
copy of the written examination questions
and answer
key,
as noted in
Enclosure
3,
was provided to the members of your training staff at the
conclusion of the examination.
During the conduct of examinations,
a compromise of examination security was
identified by your staff and brought to the attention of the Chief Examiner.
While immediate compensatory
actions allowed completion of the operating
tests.
further
NRC investigation
and review will be necessary
befor'e this
issue
can be totally resolved.
This problem is of concern
because
the
administrative controls that were in place apparently failed and because
the
importance of maintaining examination security
had been extensively discussed
with your staff and all license applicants.
Consequently,
issuance of
licenses for applicants
who passed their examination but were directly
involved with this issue is being withheld pending the outcome of the followup
investigation.
In accordance
with 10 CFR 2.790 of the Commission's
regulations,
a copy
of'his
letter and the enclosures will be placed in the
NRC Public Document
Room.
