Mr. Plunkett:
On June
28,
1997, the
NRC completed
a safety inspection at your Turkey Point
Units 3
8 4 reactor
taci lities.
The enclosed
integrated report presents
the
results of that inspection.
During the period covered
by this inspection,
your conduct of activities at
the Turkey Point facilities was generally characterized
by safety-conscious
operations,
sound engineering
and maintenance
practices,
and good plant
support activities.
We are concerned,
however,
about
a violation of NRC
requirements
that was identified.
NRC inspectors identified that inadequate
surveys of potentially radioactive materia
resulted in two examples
where
material
was improperly released
from the site.
The violation is cited in the enclosed
Notice of Violation, and the
circumstances
sur rounding the violation is described
in detail in the enclosed
report.
Please
note that you are required to respond to this letter
and
should follow the instructions specified in the enclosed
Notice when preparing
your response.
The
NRC will use your response,
in part, to determine whether
further
enforcement
action is necessary
to ensure
compliance with regulatory
requirements.
In accordance
with 10 CFR 2.790 ot the NRC's "Rules of Practi.ce."
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room
(PDR).
