Dear Mr. Plunkett:

In letters dated October 18,

1996, and October 22, 1996, Florida Power and Light Company responded to Generic Letter (GL) 96-04 for Turkey Point Units 3 and 4, and St.

Lucie Unit 1, respectively.

GL 96-04 was not applicable to St.

Lucie Unit 2 since its spent fuel pool design does not rely on Boraflex.

The Nuclear Regulatory Commission (NRC) staff has completed a review of the responses to this GL and has determined that the actions necessary to address the issues discussed in the GL have been performed for St. Lucie Unit 1

and Turkey Point Units 3 and 4.

Therefore, the Office of Nuclear Reactor Regulation reviews of your responses are complete.

Further NRC review, if any, will be by the inspection or audit process.
