TURKEY POINT UNITS 3 AND 4 PROPOSED LICENSE AMENDMENTS RE:

DEFERRAL OF REACTOR COOLANT PUMP FLYWHEEL INSPECTION (TAC NOS.

H96715 AND M96716)

Dear Hr. Plunkett:

By letter dated October 3, 1996, you proposed a license amendment to defer reactor coolant pump flywheel inspections for one cycle.

You stated that the justification for the proposed change was based on the technical justification presented in WCAP 14535, "Topical Report on the Reactor Coolant Pump Flywheel Inspection Elimination."

You also stated that deferral was requested to allow for the completion of the NRC review of WCAP 14535 and indicated that FPL may ask for the elimination of the TS requirement upon NRC approval of the WCAP.

By letter dated September 12, 1996, to Hr. Sushil C. Jain we indicated that we had completed our review of WCAP 14535 and provided our acceptance of referencing WCAP 14535 in license applications.

We also outlined the information needed by the staff to review these requests from licensees.

Your staff was apparently unaware of the issuance of our September 12,

1996, letter and safety evaluation (SE) since it was issued shortly before the date of your submittal.

Therefore, your submittal does not address the issues in the September 12, 1996, letter and SE.

We do not intend to conduct a review of your October 3, 1996, submittal since it does not address the issues identified in our September 12, 1996, letter and SE.

You may, of course, submit another proposed license amendment referencing WCAP 14535 and addressing the items in our September 12,

1996, letter and SE.

This completes our actions under TAC numbers M96715 and M96716 and these items are considered closed.
