REVIEW OF INSERVICE TESTING PROGRAM THIRD TEN-YEAR INTERVAL REVISION 1

AND RELIEF REQUESTS FOR PUMPS AND VALVES TURKEY POINT NUCLEAR POWER PLANT, UNITS 3 AND 4 (TAC NOS.

H93994 AND H93995)

Dear Hr. Plunkett:

In a letter dated October 26,

1995, you submitted Revision 1 to the Third Ten-Year Interval Inservice Testing Program for Pumps and Valves for the Turkey Point Nuclear Power Plant, Units 3 and 4.

Relief Requests PR-4 and PR-5 were also submitted and additional information was provided by letter dated July 22, 1996.

We have reviewed the submittals against the requirements of Section XI of the American Society of Mechanical Engineers (ASHE) Boiler and Pressure Vessel Code pursuant to Section 50.55a of Part 50 to Title 10 of the Code of Federal Re ulations.

The results of our review are provided in the enclosed safety evaluation (SE).

Pump Relief Request PR-4 proposed using a pressure gauge configuration which could exceed the Code allowable error as long as the minimum required Code accuracy for calculation of differential pressure is met. 'ince the proposed alternative provides an acceptable level of quality and safety, the proposed alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(i).

Pump Relief Request PR-5 proposed using vibration measuring equipment with a frequency response range which does meet the Code requirements.

The relief request was proposed for measuring the vibration of the intake cooling water pumps only.

We have concluded that your proposed actions will provide reasonable assurance of the operational readiness for the applicable pumps to perform their safety-related functions.

The proposed alternative is authorized pursuant to 10 CFR S0.5Sa(a)(3)(ii) in that compliance with the Code requirements would result in undue hardship without a compensating increase in the level of quality and safety.

The table in the SE summarizes our comments on your Revision 0 program submitted on January 12,

1994, and the actions that you have taken.

No further NRC review is necessary, but the actions may be reviewed in detail during inspection activities.
