Dear Mr. Plunkett:
On June
21,
1996, the
NRC completed
an operator licensing examination at your
Turkey Point Plant reactor facility.
The enclosed
report presents
the results
of that examination.
A Simulator Facility Report is included in this report
as Enclosure
2.
A copy
of the Facility Comments regarding the written examination is included in this
report
as Enclosure
3.
The
NRC Resolution of Facility Comments is included
as
Enclosure
4.
A copy of the written examination questions
and answer
key,
as
noted in Enclosure
5,
was provided to members of your training staff at the
conclusion of the examination.
Six candidates
marginally passed
the examination.
The candidates
exhibited
significant performance deficiencies particularly in the area of diagnostic
skills.
The individual examination reports
should
be reviewed to determine if
adjustments
to the training program are needed.
In October
1995, fifteen candidates
from your facility participated
in the
Generic
Fundamentals
Examination.
Of the fifteen examined, all passed for a
100 percent
pass rate.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
