1.0 INTRODUCTION

n By [[letter::L-96-119, Application for Amends to Licenses DPR-31 & DPR-41,modifying TS Section 6.0, Administrative Controls, IAW 10CFR50.90 to Address Licensed Qualifications of Operations Manager|letter dated May 28, 1996]], Florida Power and Light (FPL or the licensee) proposed a change to the Technical Specifications (TS) for Turkey Point Units 3 and 4.

The licensee proposed to change TS 6.2.2.i, "Administrative Controls," regarding Operations Manager qualifications.

'FPL proposed to require that the Operations Manager either, (1) hold or have held a Senior Reactor Operator License at Turkey Point; or, (2) have held a Senior Reactor Operator License on a similar plant (ice.,

another pressurized water reactor);

or (3) completed the Turkey Point Nuclear Plant Senior Management Operations Training Course.

TS 6.2.2.h.

requires that the Operations Supervisor, a direct report to the Operations

Manager, shall hold a Senior Reactor Operator License.

FPL requested this change to provides additional discretion in the assignment of highly qualified individuals to Operations management positions.

2.0 EVALUATION The current TS requirements for the Operations Manager position require that:

The Operations Manager shall either:

1.

hold or have held a Senior Reactor Operator License on the Turkey Point Plant; or, 2.'

have held a Senior Reactor Operator License on a similar plant (i.e. another pressurized water reactor);

or, 3.

have held a Senior Reactor Operator License on a boiling water reactor and completed the Turkey Point Nuclear Plant Senior Management Operations Training Course.

The licensee proposed to change item 3 above to read:

(3) have completed the Turkey Point Nuclear Plant Senior Management Operations Training Course (i.e., certified at an appropriate simulator for equivalent senior operator knowledge. level).

The parenthetical phrase (i.e., certified at, an appropriate simulator for equivalent senior operator knowledge level) has been added to clarify the level of training conducted in the Senior Management Operations Training Course.

10 CFR 50.54(l) requires the licensee to "designate individuals to be responsible for directing the licensed activities of licensed operators.

These individuals shall be licensed as senior operators...."

ANSI N18. 1-1971, Selection and Training of Nuclear Power Plant Personnel, describes the qualification requirements for key personnel including the Operations Manager.

ANSI/ANS 3.1-1987 updated ANSI N18.1.

ANSI N 18. 1-1971 requires that Operations Manager to hold, at time of appointment to the active position, an SRO license.

This standard is intended to ensure that the Operations Manger has the necessary and relevant operational experience and knowledge for the particular reactor technology in question.

The'staff maintains that an individual who holds or has held an SRO license at. a PWR has sufficient and relevant operational experience and knowledge to fill the position of Operations Manger at another PWR.

ANSI/ANS 3. 1-198?,

introduced standards which further delineated the qualification requirements for operations management, allowing the Operations Manager to hold a senior reactor operator license, have held an SRO license for a similar unit, or be certified by use of other criteria.

ANSI/ANS 3. 1-1987 also states that if the Operations Manager does not hold an NRC license, then the operations middle manager shall hold an SRO license.

The proposed specification meets this portion of the standard.

In addition, by requiring the Operations Supervisor to hold an SRO License regardless of the Operations Manager qualifications (Specification 6.2.2.h.),

the Turkey Point TS is more restrictive than ANSI/ANS 3. 1-1987

'he licensee stated that the proposed revision would ensure that the individual filling the Operations Manager's position meets regulatory requirements and ensures knowledge levels equivalent to existing license requirements for operations management.

Existing TS 6.3, Facility Staff gualifications, requires that the Operations Manager shall meet or exceed the minimum qualifications of ANSI N18. 1-1971 for comparable positions, except as indicated in TS 6.2.2.i, the section being changed.

The staff concludes proposed TS change, combined with the TS requirement that the Operations Supervisor hold a Senior Reactor Operator License, is consistent with the requirements of 10 CFR 50.54(l).

The TS ensures that a

licensed off-shift senior operator is directing the licen'sed activities of the licensed operators.

The proposed change is therefor acceptable.

The TS ensures that there is site-specific detailed relevant technical and systems knowledge in a senior operations management position.

3.0 STATE CONSULTATION

Based upon the written notice of the proposed amendments, the Florida State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments change recordkeeping, reporting, or administrative procedures.

The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration and there has been no public comment on such finding (61 FR 31181).

Accordingly, the amendments must meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b),

no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed

above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
