and 50-251/96-06
Dear Hr. Plunkett:
On June
15,
1996, the
NRC completed
a safety inspection at your Turkey Point
Units 3
& 4 reactor facilities.
The enclosed
integrated report presents
the
results of that inspection.
During the six weeks covered
by this inspection period, your conduct of
activities at the Turkey Point facilities was generally characterized
by
safety-conscious
operations,
sound engineering
and maintenance
practices,"and
excellent plant support activities.
We are concerned,
however,
about
a
violation of NRC requirements
that was identified.
NRC inspectors
identified
that surveillance testing of the emergency diesel
generators
was not
consistent with technical specifications.
The violation is cited in the enclosed
Notice of Violation, and the
circumstances
surrounding the violations are described
in detail in the
enclosed report.
Please
note that you are required to respond to this letter
and should follow the instructions specified in the enclosed
Notice when
preparing your response.
Because
you,addressed
the issues
associated
with the
violation, including corrective actions,
in Licensee
Event Report
(LER) 50-
250,251/96-08,
you may reference this
LER in your respond to this letter.
The
NRC will use your response,
in part, to determine
whether, further enforcement
action is necessary
to ensure
compliance with regulatory requirements.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room
(PDR).
