UNiTED STATES DEPARTMENT OF COMMERCE National Oceanic and Atmospheric Administration NATIONALMARINE FISHERIES SERVICE Southeast Regional Office 9721 Executive Center Drive N.

St. Petersburg, FL 33702 May 15, 1996 F/SEO13: JEB Mr. Scott F. Newberry Director, License Renewal and Environmental Review Project Directorate Division ofReactor Program Management Office ofNuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 20555-0001

Dear Mr. Newberry:

This responds to a request by your office for information on species protected by the Endangered Species Act that may occur in the vicinityofthe Brunswick Nuclear Project in Southport, North Carolinf, the Crystal River Plant, Crystal River, Florida, the St. Lucie Nuclear Plant, Hutchinson Island, Florida, and the Turkey Point Plant, Florida City, Florida. Enclosed are three species lists for the areas adjacent to the plant sites.

Species that are highlighted in yellow"are the species most likelyto be affected by the operation ofthe plants.

The possible adverse impacts to the listed species under our jurisdiction from the operation of power plants are associated with the entrainment ofindividual animals in cooling water intakes and with the outflow ofwarmer-than-ambient temperature waters.

The concern over warm water discharge is greatest for the Brunswick Plant near the Cape Fear River. Shortnose sturgeons may be thermally stressed in summer months and additional warming ofthe waters may be limitingusable habitats for this species.

Currently the National Marine Fisheries Service is consulting with the Nuclear Regulatory Commission (NRC) on the operation ofthe St. Lucie Power Plant. The NRC completed a biological assessment ofthe operation ofthe plant in November 1995 and provided a copy to our office in February 1996.

Ifyou require additional threatened/endangered species information please call me at (S13) 570-5312.

Sincerely, Jeffrey Brown Fishery Biologist Protected Species Management Branch enclosures 9tet052l0527
