H92284 AND H92285)
Dear Hr. Plunkett:
This letter acknowledges your letters of January 16',
1996 and February 27, 1996, involving a change of commitment with respect to Unit-4 steam generator inspections.
Your letter dated June 22,
- 1995, which was provided in response to Generi" Letter 95-03, indicated that inspections would be performed during the Unit 4 outage scheduled for March 1996.
The latter'etters indicated that these inspections would be postponed until the cycle 17 refueling outage currently scheduled for October 1997.
Vf You stated that continued operation to the,',nep',t schedul'ed steam generator inspection for Unit 4 (fall 1997) is justified, in 'part,,'a'sed, on the, fact that no circumferential cracks havet(been reported'at,'u'rkey Point.Units 3 and 4 or any other Model 44F steam generators with 'thermally.'treated Alloy 600 tubing, the low susceptibility to occurrence-of circumferential
- cracks, and the scope and results of previous inspection's.
You further indicated that the Unit 4 steam generators qualify for the 40-month 'inspection interval permitted in the Technical Specifications.

With respect to changes in your primary-to-'secon'dary, leakage monitoring
'rogram discussed in your February 27, 1996 letter, the staff notes that the industry has developed guidance on primary-to-secondary leakage monitoring as discussed in Electric Power Research Institute (EPRI) report, EPRI TR-104788, "PWR Primary-to-Secondary Leak Guidelines,"
dated May 1995.
This letter acknowledges your change in commit'ment with respect to',the timing of the Unit 4 steam generator tube inspections.
