TURKEY POINT UNITS 3 AND 4 SPENT FUEL POOL BORAFLEX SURVEILLANCE PROGRAM

Dear Hr. Goldberg:

This letter serves to inform you that we do not object to your termination of the Boraflex Coupon Surveillance (BCS) testing program at Turkey Point.

By letter dated September 5,

1995, yoU informed us of your intent to terminate the BCS testing program but continue with Blackness Testing of the Turkey Point Units 3 and 4 spent fuel pools'SFP)

Boraflex panels.

You stated that your Blackness Testing program allows detection of Boraflex deterioration before it becomes significant.

In contrast, the BCS testing does not provide a correlation with in-service Boraflex panel performance at Turkey Point.

Therefore, you plan to discontinue BCS testing but continue with the Blackness Testing.

In your September 5,

1995, letter you committed to perform Blackness testing of the SFP racks on a frequency of one test every 5 years performed on specific boraflex panels in either SFP.

We expect that testing would be performed more frequently if warranted by your test results.
