SUBJECT:

TURKEY POINT UNITS 3 AND 4 RELIEF REQUEST CONCERNING VIBRATION MEASURING INSTRUMENTATION (TAC NOS.

H88761 AND H88721)

By letter dated January 12,

1994, you requested relief from use of a vibration-measuring device with a frequency response range of from one-third minimum pump shaft rotational speed to at least 1000 Hz for testing of the intake cooling water pumps, and proposed the use of an alternative vibration-measuring device.

We conclude that the alternative proposed will provide reasonable assurance of the operational readiness for the applicable pumps to perform their safety-related functions.

The alternative, pursuant to 10 CFR 50.55a (a)(3)(ii), is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest.

Use of the proposed vibration-measuring device is acceptable, and relief is hereby granted.

Our Safety Evaluation is enclosed.
