TURKEY POINT UNITS 3 AND 4 EVALUATION OF THE SECOND 10-YEAR INTERVAL RE(VEST FOR RELIEF ON REGENERATIVE HEAT EXCHANGERS (TAC NOS. H86337/H86338)

Dear Hr. Goldberg:

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the Turkey Point, Unit Nos.

3 and 4, Second Ten-Year Interval Inservice Inspection (ISI) request for relief dated April 1, 1993.

This relief concerned the inspection of the terminal ends on the regenerative heat exchanger piping.

Relief is hereby authorized on a one-time basis for the second 10-year interval only.

The alternatives contained in the relief request are authorized pursuant to 10 CFR 50.55a(g)(6)(i) because of impracticality of performing the examinations during the second ten-year interval.

Our Safety Evaluation and the INEL Technical Evaluation Report are enclosed.

Please note that these inspections are required during the third 10-year interval.

This completes the actions of TAC Nos.

H86337 and H86338 which are now closed.
