M90486 M90487 By letter L-94-279, dated November 23, 1994, Florida Power
& Light Company (FPL) committed to submit a Special Report to the NRC summarizing the ze-analysis of the Turkey Point Units 3 and 4
containment structures.
In response to a request from the NRC, the enclosed report includes additional details concerning FPL' conclusion that the root cause of the higher than pzedicted tendon wire prestress force losses is due to higher ambient tendon temperatures and the corresponding higher relaxation rates than originally predicted.
In addition, the report includes:
(a)
An evaluation/summary of the methodology and results of the containment structure re-analysis including the determination of new minimum required tendon prestress forces for each tendon group.
(b)
An evaluation/summary of the analysis of existing surveillance data versus the minimum required prestress force, verifying the continuing capability of the containment structure to meet the design and licensing basis requirements through the end of the licensed plant life.
(c)
A summary of the background events leading up to the necessity of performing a containment structure re-analysis.
This transmittal satisfies FPL' commitment to the NRC as discussed during a meeting held with the NRC in Rockville, Maryland on September 29, 1994 and documented in,FPL letter L-94-279.
