Docket No. 50-251 Safety-Related Motor-Operated Valve Testin and Surveillance Generic Letter 89-10 On June 28, 1989, the NRC issued Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance,"

recommending that licensees establish a program to provide for the testing, inspection, and maintenance of safety-related motor-operated valves (MOVs).

Florida Power and Light Company's

.(FPL) plans with respect to the recommendations and schedular requirements of the generic letter are documented in FPL letters L-89-467, dated December 28,

1989, L-90-233, dated June 28,

1990, and L-94-59, dated April 1, 1994.

FPL developed a comprehensive program for Turkey Point Units 3 and 4, for testing, inspection, and maintenance of safety-related MOVs to provide the necessary assurance that safety-related MOVs will function when sub)ected to the design-basis conditions during normal operation and abnormal events within the design basis of the plant.

Item m. of GL 89-10 requires licensees to notify.the NRC in writing within 30 days of the completion of the actions described in the first

'paragraph of item i. of the generic letter.

Pursuant to GL 89-10, Item m., this letter confirms FPL's completion of all design-basis

reviews, analyses, verifications, tests, and inspections performed to comply with items a. through h. of the generic letter, for Turkey Point Unit 4.
