SUBJECT:

STAFF ACTIONS IN RESPONSE TO THE REPORT ON THE EFFECT OF HURRICANE ANDREW ON THE TURKEY POINT NUCLEAR GENERATING STATION -- AUGUST 20-30, 1992 Your memorandum of Hay 28, 1993, subject as

above, tasked various Offices with the responsibility for developing and implementing corrective action plans for the generic issues identified by the joint NRC/Industry investigatory team.

AEOD was assigned the primary responsibility for two of these issues:

(1) Issue 2.b Evaluation of the need for the prepositioning of temporary communications systems at sites in advance of a hurricane; and (2) Issue 4.c-Coordinating with industry preplanned measures to supplement utility resources following a severe external event.

In my January 27, 1994 memorandum on this subject, I reported that, except for item 2, all action items had been completed for Issue 2b.

I also reported that item 1 of Issue 4c had been completed.

Attachments 1 and 2 to this memorandum are summaries of the plans, schedules,

status, and points of contact for these two remaining AEOD issues.

PLAN FOR ISSUE 2.b Evaluate the need for NRC to preposition a temporary satellite communications system or other suitable communications at sites in advance of a hurricane.

Based on this review, consider the applicability to other external events.

If appropriate, develop and implement such a capability.

Response

Branch Summar Plan 2.

Action Purchase four (4) portable satellite terminals through Boise for the dedicated support of the NRC.

Deploy as follows:

2 at Boise, Idaho 1 at NRC Region II Offices, Atlanta, GA.

1 at NRC Headquarters (IRM), Washington, D.C.

Scheduled Com letion Date January 31, 1996 Status The additional satellite terminals for the Boise Interagency Fire Center have been purchased.

One of the Boise cache satellite terminals was prepositioned at Region II for the 1993 hurricane season and was deployed to Brunswick as a part of the response to Hurricane Emily.

Similarly, a portable satellite terminal was prepositioned in Region II for the 1994 hurricane season.

Following the hurricane

season, the satellite terminal in Region II was replaced by Boise, allowing for continued coverage throughout the year.

In conjunction with IRM, a

demonstration of current portable satellite telephone capabilities was made at the Emergency

Response

Coordinator Workshop in January 1995.

The applicability of this technology to other natural disasters was discussed.

Based on the feedback from this session, we plan to procure one portable satellite terminal for each Region; appropriate training and maintenance requirements will be included as part of the contractual arrangement.

This effort should be completed within one year.

SUMMARY

PLAN FOR ISSUE 4.c Coordinate with industry in consideration of preplanned measures to supplement individual utility resources to maintain adequate staffing and critical supplies immediately following a severe external event.

Action Include communications with INPO into the goals and objectives which the NRC pursues during exercises with nuclear licensees.

Scheduled Com letion Date December 31, 1994 Status Action Complete.

Communications with INPO was successfully incorporated into the exercise objectives during the 1994 Operation Center shakedown drills.

Action Develop and conduct, in conjunction with INPO, a Table Top exercise to test the "resource brokering" capabilities and procedures identified in INPO 86-032, Revision 6.

Scheduled Com letion Date January 31, 1996 Status No action has been taken on this item to date due to resource constraints associated with the move to Two White Flint North.

We will conduct a table top exercise with INPO and have INPO participate in one of the exercises in the Headquarters 1995 drill schedule.
