MEETING HELD TO DISCUSS PROPOSED FPL TECHNICAL SPECIFICATION ON DIESEL GENERATOR LOAD SEQUENCER On December 8,
The meeting was held at FPL request to discuss a proposed license amendment to add a limiting condition of operation (LCO) to the Technical Specifications (TS) regarding diesel generator load sequencers.
Mr. C.
Mowrey and Mr. D. Baker of FPL discussed the proposed LCO, the basis for the
- LCO, and the design of the plants.
Turkey Point TS currently do not address the actions to be taken by the operators when these sequencers are inoperable.
This lack of guidance to the operators is undesirable.
FPL is considering requesting a 48-hour LCO with one sequencer inoperable which is based on the allowable outage times of components of equivalent significance and a probabilistic safety analysis.
The meeting resulted in an understanding of the FPL basis for the proposed change and the NRR positions in this area.
FPL expects to submit the proposed change within the next 90 days.
