- TURKEY POINT PLANT, UNITS 3 AND 4 (TAC NOS.

Dear Mr. Goldberg:

We have, with technical assistance from Brookhaven National Laboratory (BNL),

reviewed the information concerning the Inservice Testing

( IST) program submitted by letter dated January 12, 1994, for the third 10-year interval at Turkey Point Units 3 and 4.

We adopt the evaluations and recommendations for granting relief or authorizing alternatives contained in the attached Technical Evaluation Report (TER) prepared by BNL, as reflected in the enclosed Safety Evaluation (SE).

Relief is granted from or alternatives are authorized to the testing requirements which have been determined to be impractical to perform, where compliance would result in a hardship without a compensating increase in

safety, or where the proposed alternative testing provides an acceptable level of quality and safety.

A summary of NRC action is provided in Table 1 of the attached SE.

The IST program relief requests which are granted, authorized, or approved are acceptable for implementation provided the action items identified in Section 5 of the TER are addressed within one year of the date of the SE or by the end of the next refueling outage, whichever is later.

Additionally, the granting of relief is based upon the fulfillment of any commitments made in the basis for each relief request and the alternatives proposed.

Actions necessary to address relief requests, or portions of relief requests, that are denied are discussed in the SE and in Section 5 of the TER.

Program changes involving new or revised relief requests should be submitted to the NRC.

Programs changes that meet the positions in GL 89-04, Attachment 1,

may be implemented provided the guidance in GL 89-04, Section D, is followed.

Program changes that add or delete components from the IST program should be periodically provided to the NRC.

This requirement affects fewer than 10 respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.
