William B. Jones NOTES FROM CHAIRMAN'S OCTOBER 11, 1994 MEETING WITH FLORIDA POWER
& LIGHT REPRESENTATIVES The Chairman met with Messrs.
James Broadhead, Chairman and CEO FPL Group, Inc. and Chairman and CEO FP&L Company; and Jerome
- Goldberg, President, Nuclear Division, FP&L to discuss current issues involving the nuclear power industry and the status of
.St. Lucie Units 1
& 2 and Turkey Point Units 3
& 4.
This meeting was held at the Chairman's request.
Mr. Broadhead reviewed the current issues pertinent to the nuclear industry.
These issues included increased competition in electrical generation and efforts by utilities to reduce cost through numerous efforts including downsizing.
Dr. Selin commented that he was concerned with some licensee management actions which included the potential abuse of limiting conditions for operation to perform nonessential maintenance with the plant on line.
He indicated that although this action may reduce outage times, it did not appear to provide a net safety benefit.
Mr. Broadhead agreed that there was the possibility of some utilities doing the wrong things to get costs down.
Mr. Goldberg identified the operating environment at Turkey Point and St. Lucie as very good with a decreased reliance on contractors and greater accountability established with the plant staffs.
Dr. Selin commented on the outstanding performance at both plants.
He further encouraged their actions to make the individual plant examination a utility document and to continue to familiarize the operators and plant staffs with probabilistic risk assessment.
