On April 29,
- 1994, by your letter designated L-94-104, you requested NRC review of a performance-based approach for resolving Thermo-Lag fire barrier issues at your St.
Lucie and Turkey Point facilities.
By letter dated August 9,
- 1994, you were informed about, among other things, the Commission decision regarding resolution of the Thermo-Lag fire barrier technical issues.
Specifically, the Commission, in a Staff Requirements Memorandum (SRH) of June 27,
- 1994, "Options for resolving the Thermo-Lag Fire Barrier Issues,"
approved the staff recommendation to return plants to compliance with'xisting NRC 'requirements and to permit plant-specific exemptions where technically justified.
Our August 9, 1994, letter also states, "In addition, in the SRH, the Commission approved the staff recommendation not to proceed with the development of a performance-based approach to resolve the Thermo-Lag issue.
Consequently, the staff does not plan to review this aspect of your submittal."
As a result, we will not review your April 29, 1994 submittal.
