SUBJECT:

SAFETY SIGNIFICANCE OF CORRECTIVE ACTIONS TAKEN IN RESPONSE TO IE BULLETIN 86-03 This responds to your memorandum dated August 9, 1993, regarding the safety significance of corrective actions taken by licensees in response to IE Bulletin (IEB) 86-03, "Potential Failure of Multiple ECCS Pumps Due To Single Failure of Air-Operated Valve In Minimum Flow Recirculation Line."

In the August 9,

1993, memorandum, you expressed potential concern about the Turkey Point initial short-term commitments (similar to the Point Beach Units) to address IEB 86-03, i.e., reliance on operator'ctions outside the control room to establish suction from the containment sump for ECCS after a loss-of-coolant-accident.

In a telephone conversation on August 18, 1993, the licensee indicated that by Plant Change Hodification Nos.86-181 and 86-184, for Units 3 and 4, respectively, the air-operated valves in question were replaced with motor-operated valves which can be operated from the control room.

Implementation 'of these modifications is documented in the licensee's System Acceptance Turnover Sheets dated April 23,

1990, and March 27, 1989, for Units 3 and 4, respectively.

As a result, the potential concerns raised in your August 9,

1993, memorandum are no longer valid for the Turkey Point Units.
