SEISHIC QUALIFICATION OF HECHANICAL AND ELECTRICAL E(UIPHENT-USI A-46 A meeting was held at the NRC offices in Rockville, Haryland on July 20,
- 1993, to discuss the proposed resolution of three programmatic issues relating to Generic Letter (GL) 87-02 identified by the staff during an April 6,
- 1993, meeting.
The following is a summary of the FPL positions regarding the major issues discussed during the meeting:

Safe Shutdown Path E ui ment List The licensee will provide a narrative, discussion of their safe shutdown path describing in detail how hot shutdown is achieved and maintained for at least 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> following a design basis safe shutdown earthquake (SSE).
However, the licensee does not plan to modify the existing safe shutdown equipment list (SSEL) to include equipment in supporting systems or the additional equipment necessary to extend the time at hot shutdown from 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> (see item 2 below).

Shutdown Duration The licensee will revise its program commitment from achieving and maintaining hot shutdown for 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to achieving and maintaining hot shutdown for at least 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in accordance with GL 87-02.
- However, the additional equipment needed to extend the time at hot shutdown from 8 to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> will not be included in the
- SSEL, nor will it be subject to a seismic adequacy verification.
The licensee stated that its program will include several redundant and diverse methods of meeting the 72-hour commitment which will obviate the need to verify the seismic adequacy of the additional equipment.

Rela Evaluation The licensee will augment its USI A-46 implementation program to include a reduced-scope relay evaluation.
Specifically, the licensee plans to identify all of the essential relays in the safe shutdown path, and screen the essential relay list for any "bad actors"; i.e., relays that 9308200062 930728 PDR '"ADQCK 05000250 P

1993 are known to have very low seismic capacities.
The licensee will then perform engineering evaluations of any identified "bad actors."
The licensee stated that it does not consider relay chatter as a credible failure mechanism due to the low seismicity of its plant sites.
The licensee stated that it would document its response and submit it to the staff by September 20, 1993.
During the presentation, the staff discussed several significant concerns with the licensee's response to the issues discussed above.
The staff will evaluate the acceptability of the FPL program upon receipt of the written submittal.
With regard to the Request for Additional Information (RAI) dated June 23, 1993, it was agreed that responses to that RAI need not be submitted before September 20,
.1993.
