1.0 INTRODUCTION
By [[letter::L-93-092, Application for Amends to Licenses DPR-31 & DPR-41,modifying TS 3/4.2.1, Axial Flux Difference & Adding TS 6.9.1.7, COLR & Associated Bases to Reflect Implementation of COLR Per Recommendations in GL 88-16|letter dated April 23, 1993]], Florida Power and Light (FPL) proposed changes to Technical Specification (TS), 6.2, Organization.
The proposed change would require that the Operations Manager (1) hold or have held a Senior Reactor Operator (SRO) license at Turkey Point; or, (2) have held an SRO license on a
similar plant (i.e., another pressurized water reactor);
or, (3) have held an SRO license on a boiling water reactor and completed the "Turkey Point Senior Management Operations Training Course."
In the April 23, 1993 submittal, the licensee provided a representative curriculum for the "Turkey Point Nuclear Plant Senior Management Operations Training Course."
2.0 EVALUATION In their submittal dated April 23,
- 1993, FPL proposed changes to its TS modifying the conditions for filling the Operations Manager position.
The Operations Hanager is currently required to either hold or have held an SRO license on the Turkey Point plant or on a similar plant.
The proposed change would require persons selected to fill the Operations Manager position, who were previously licensed SROs at boiling water reactors (BWR), to complete the "Turkey Point Nuclear Plant Senior Management Operations Training Course" prior to assuming the responsibilities of the position.
The proposed change is designed to ensure that managers with a BWR technology background have the necessary operational knowledge to make decisions related to the Operations Department at Turkey Point Units 3 and 4.
The licensee has committed to ANSI N18. 1-1971, "Selection and Training of Nuclear Power Plant Personnel,"
for Turkey Point Units 3 and 4.
ANSI N18. 1-1971 requires that the Operations Manager hold, at time of appointment to the active position, an SRO license.
This standard is intended to ensure that the Operations Manager has the necessary and relevant operational experience and knowledge for the particular reactor technology in question.

has sufficient and relevant operational experience and knowledge to fill the position of Operations Hanager for that particular technology.
- However, the lack of detailed relevant technical and systems knowledge would not enable an individual with a PWR SRO license to act as a
BWR Operations Manager or vice versa.
The "Turkey Point Nuclear Plant Senior Management Operations Training Course" is tailored to the needs of the individual and inlcudes materials developed using a systems approach to training (SAT).
The FPL proposal ensures that persons selected to fill the Operations Manager position, who were previously licensed as BWR SROs, attain sufficient and relevant technical and systems knowledge by requiring those persons to satisfactorily complete the "Turkey Point Nuclear Plant Senior Management Operations Training Course."
A review of the training program indicates that an individual who satisfactorily completes the training course will have sufficient Turkey Point specific operational, technical, and systems knowledge to make informed decisions related to the operation of Turkey Point Units 3 and 4.
The staff concludes that requiring an individual who previously held an SRO license at a
BWR to satisfactorily complete the "Turkey Point Nuclear Plant Senior Management Operations Training Course" prior to assuming the responsibilities of the Operations Manager is consistent with the intent of the qualifications for comparable positions specified in ANSI N18. 1-1971, "Selection and Training of Nuclear Power Plant Personnel",
and other industry standards.
Accordingly, the staff finds the proposed change to be acceptable provided that the course continues to be tailored to the individual and all materials used in the course are developed using SAT methodology.
The staff finds that the proposed changes to the Technical Specifications for Turkey Point Units 3 and 4 are consistent with and meet the intent of the relevant review criteria and are, therefore, acceptable.
3.0 STATE CONSULTATION
Based upon the written notice of the proposed amendments, the Florida State official had no comments.
- 4. 0 ENVIRONMENTAL CONS IOERATION The amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements.
Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (58 FR 30194),
- 5. 0 CONCLUSION The Commission has concluded, based on the considerations discussed
- above, that:
(I) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
