REVIEW OF THE ACCIDENT SEQUENCE PRECURSOR (ASP)
PROGRAM This memorandum provides the results of the review of the Accident Sequence Precursor (ASP)
Program to identify resource efficiencies; how to use ASP results in other NRC processes; and to ensure the timeliness of ASP analyses to meet the needs of other NRC processes. The Deputy Office Directors for the Office of Nuclear Reactor Regulation (NRR) and the Office of Nuclear Regulatory Research (RES) directed the staff to perform this review. Cognizant staff from the NRR Operating Experience Branch (IOEB) and the RES Performance and Reliability Branch (PRB) conducted the review.
The staff briefed the Deputy Office Directors of NRR and RES on the results of this review on November 21, 2017. Enclosure 1 provides the report provided to the Deputy Office Directors. provides the directions provided by the Deputy Office Directors for the performance of this review. Enclosure 3 provides the slides used during the presentation.
Key messages from this review include:
- 1. Improved screening criteria for the ASP Program can reduce resources used to analyze events.
- 2. Identified process efficiencies support the use of ASP Program results in other NRC processes without increased resources.

- 6. ASP Program risk analyst participation in OpE Clearinghouse meetings supports timely use of risk information in assessing operating experience information.
The Deputy Office Directors approved the recommendations and the proposed timeline for completing the recommendations made by the staff as documented in Enclosure 1.
