This refers to the

NRC Systematic

Assessment

of Licensee

Performance

(SALP)

Report for your. Turkey Point facility which was sent to you on April 2,

1993,

our meeting

on April 15,

1993,

and your SALP response letter of April 23,

1993.

Thank you for your review of the

SALP report

and your participation in the

SALP meeting

on April 15.

Your specific

comments

have

been evaluated.

The first paragraph

on page

19

does contain information about hardware installation

and the control of the

contractor work during an installation that occurred in the previous

SALP

period.

The weakness

in engineering

oversight of contractors

was noted during

inspection activity conducted

between

October

28 and

November 8,

1991, that

resulted

in a violation.

The inspection occurred very early in this

SALP

period

as discussed

in

NRC Inspection

Report 50-250,251/91-45,

dated

January

2,

1992.

Additionally, your letter,

L-92-016, dated January

29,

1992,

which responded

to the violation, discussed

corrective actions to be completed

in early 1992.

The

SALP Board is obligated to consider all inspection

activity and enforcement

which occurs during the

SALP period.

As described

in

Enclosure

1,

page

23 of the

SALP Report

has

been revised to incorporate your

comment.

The Final

SALP Report is provided

as Enclosure

2.

Again, thank you

for your review and comments.

After the

SALP presentation,

the

NRC met with the local public officials and

the media to reaffirm the NRC's role and address

any questions

on items of

mutual interest.
