Turkey Point Unit 4 Docket No. 50-251 Inte rated Schedule Modification No.1246 The purpose of this letter is to inform the Nuclear Regulatory Commission of a change in scope of Integrated Schedule (IS)
Modification No. 1246.
By letter L-91-259, dated September 24, 1991, Florida Power and Light Company (FPL) provided its final schedular update to the rema'ining open items in the Turkey Point Units 3 and 4 Integrated Schedule (IS).
IS MOD No. 1246, Replacement of the Turbine Runback Selector Switch for Unit 4, specified an expected completion date of June 3,
1993.
This modification was scheduled for implementation during the Unit 4 Cycle 14 refueling outage.
IS Modification No.
- 1245, Replacement of the Turbine Runback Selector Switch for Unit 3, was completed in May 1990.
IS Modifications 1245 and 1246 were designed to address a Human Factors item and involved the replacement of the four position Turbine Runback Selector Switch with a three position keylocked Turbine Runback Selector Switch.
The existing Unit 4 Turbine Runback Selector
- Switch, which allows the operator to choose inputs desired for the turbine governor and load limit runback initiating logic, is a four position switch with the following positions:
NIS Selects Nuclear Instrumentation System inputs to the turbine runback initiating logic.
RP I Selects Rod Position Indication inputs to the turbine runback initiating logic.
NIS/RPI Selects both NIS and RPI inputs.
OFF Disables the NIS and RPI inputs.
IS Modification No.
1246 consisted of eliminating the "Off" position on the Turbine Runback Selector Switch.
FPL has evaluated the turbine runback function and determined that the turbine runback function on dropped rod is not required for reactor protection and affects plant availability.

124'6 has been changed from elimination of the "Off" position on the existing switch to the total elimination of the Turbine Runback Selector Switch and the turbine runback function on dropped rod.
The revised scope is scheduled for implementation during the Unit 4 Cycle 14 refueling outage, meeting the original commitment date of IS Modification No.
124,6.
Elimination of the turbine runback feature on dropped rod for Unit 3 will be implemented during the Cycle 14 refueling outage currently scheduled to start in February 1994.
