- ALL OF THE POSITIVE DRUG TESTS LISTED ABOVE EXCEEDED THE DHHS/NRC CUTOFF LEVELS WITH THE EXCEPT OF ONE MARIJUANA POSITIVE WHICH WAS CONFIRMED AT 11 NG/ML.
MANAGEMENTACTIONS TURKEY POINT PLANT On September 4,
1992 notification was received from Roche Biomedical Laboratory, the contracted DHHS approved laboratory, confirming an unsatisfactory performance testing incident. The incident involved the reporting of a false negative test result for a submitted Blind Sample due to an administrative error. Roche Biomedical Laboratory advised that the error occurred after the initial test failed for Quality control reasons and the second EMITscreen on the sample was tested, however a different specimen aliquot was analyzed.
Roche has instructed all of their data reviewers to compare initial and repeat screening results to ensure consistency.
On November 30, 1992 notification was received from Roche Biomedical Laboratory the contracted DHHS approved laboratory, confirming an unsatisfactory performance testing incident.
The incident involved the reporting of a false negative test result for a submitted Blind Sample due to a malfunction of the screening instrument to dispense enough specimen aliquot during screening test.
If this were to occur a "warning flag" should be sent to a printer and the analyst/operator would review the specimen.
In this case if the flag was generated, it was not observed during the review of the printout.
Roche advised that the data from the instrument to the data review stations will be modified to include flags.
This will allow data reviewers to observe the error flag status for each specimen.
Fitness for Duty Reportable Events for Turkey Point Plant 3.1 On August,12, 1992 a confirmed positive random test result was received on a contractor insulation superintendent for marijuana at 33 ng/ml.
Telephone notification to the NRC was made at 1854 hours0.0215 days <br />0.515 hours <br />0.00307 weeks <br />7.05447e-4 months <br /> on August 12, 1992.
A review was conducted with negative results of the subject's work activities from May 15, 1992 through August 12, 1992 encompassing all work activities performed during this period.
3.2 On August 17, 1992 a confirmed positive random test result was received on a licensee Simulator Training Supervisor for marijuana at 63 ng/ml.
Telephone notification to the NRC was made at 1341 hours0.0155 days <br />0.373 hours <br />0.00222 weeks <br />5.102505e-4 months <br /> on August 17, 1992.
A review was conducted with negative results of the subjects work activities from May 17, 1992 through August 17, 1992 encompassing all work activities performed during this period.

MANAGEMENTACTIONS ST. LUCIE PLANT During the second half of 1992, the St. Lucie Plant Fitness for Duty Program continued to meet all the regulatory requirements as well as FPL Nuclear Division objectives. There were no reportable events for the St. Lucie FFD Program during this period and management actions pertaining to the false negative test results are covered in the Turkey Point Plant report.
