CLOSE OUT OF TASK INTERFACE AGREEMENT (TIA)

TIA 92 28'URKEY POINT UNIT 4 RESTART FOLLOWING HURRICANE ANDREW (TAC NO. 84370/71)

We have completed responsibilities assigned to NRR in TIA 92-28, as identified below:

Review of the licensee's 10 CFR 50.59 evaluation for the interim fire protection system configuration and review of the Unit 2 stack structural integrity are complete.

The results of our review are documented in meeting notes dated October 14, 1992.

(Meeting was held on September 22, 1992.)

The licensee plans to restore the fire protection system to its design basis by November 15, 1992.

Therefore, no further NRR review of the fire protection system is required.

Conditional Core Damage Frequency (CCDF) following the storm has been estimated.

The CCDF estimate is documented in a memorandum from A. Thadani to T. Murley dated October 27, 1992 (Accession Number 9211030123).

Regarding review of licensee's Individual Plant Examination (IPE) analyses to take into consideration the experience from the storm and the changes to the plant configuration and systems as a result of the storm, by meeting notes dated October 14,

1992, and our letter dated October 15, 1992 (which forwards the staff's Safety Evaluation of the licensee's IPE),

we requested the licensee to inform us of its schedule for revisiting its IPE analyses.

The licensee has not established a schedule for this effort.

When the licensee's new IPE analysis is available, staff will perform its review under a new Technical Assignment Control (TAC) number.

In addition to the above, NRR performed and completed several other activities relating to restart of the Unit 4 which were not identified in the TIA 92-28.

These additional NRR activities are as follows:

(a)

Reviewed licensee's 10 CFR 50.59 evaluation relating to dismantling of the Unit 1 stack.

(b)

Reviewed licensee's request for a Temporary Waiver of Compliance to suspend fire watches in the emergency diesel generator buildings during the demolition of the Unit 1 stack.

(c)

Reviewed Inspection Reports 92-, 20, 92-21 and 92-23 which address 10 CFR 50.54(x) and other hurricane-related issues.

Provided responses to certain questions, from Senator Graham's constituents for the NRC briefing of the Senator's staff on October 21, 1992.

Interfaced with the Federal Emergency Management Agency and coordinated onsite and offsite Emergency Preparedness (EP) issues.

The staff's assessment of the EP issues was forwarded to the licensee by letter dated October 23, 1992.

Prepared and issued acknowledgement letters to 10 CFR 2.206 Petitions from Robainas, (EDO Green Ticket Control No.

8205) and Riccio (EDO Green Ticket Control No. 8218).
