TURKEY POINT UNITS 3 AND 4 INSERVICE TESTING (IST)
PROGRAM RELIEF REQUESTS FOR PUMPS AND VALVES (TAC NOS.
M82373 AND M82374)
By letter dated Hay 14,
- 1992, you submitted the Second 10-Year Interval Inservice Testing (IST) Program, Revision 4, for Turkey Point Units 3 and 4.
In your submittal, you requested and supported reliefs from certain inservice testing requirements of ASHE Code Section XI.
We have completed our review of your submittal with assistance from our contractor, EG&G Idaho Inc.
(EG&G).
Our Safety Evaluation (SE) and our contractor's Technical Evaluation Report (TER),
EGG-NTA-10388 are enclosed.
The TER and our SE address revised relief requests VR-2, VR-6, VR-9, VR-11, VR-12, VR-13, VR-14, VR-29, and VR-30, and new relief requests PR-12, VR-28, and VR-33.
You have withdrawn relief requests VR-31 and VR-32.
Other relief requests included in your Hay 14, 1992 submittal have been previously evaluated in our SE dated September 21, 1991.
Based on our evaluation of some of your relief requests, we have determined that imposing the applicable provisions of Section XI of the ASME Code would be impractical.
Therefore, those relief requests are granted pursuant to 10 CFR 50.55a(g)(6)(i).
In other cases where you have proposed alternative
- testing, we have determined that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the Code requirements would result in hardship or unusual difficulties without a compensating increase in the level of quality and safety.
Therefore, those relief requests are granted pursuant to 10 CFR 50.55a(a)(3).
Relief requests VR-2 and VR-6 are granted on an interim basis until the end of the current 10-year IST interval for each unit.
By the end of that period you should either comply with the Code or develop and implement an alternative method acceptable to the NRC.
Relief request VR-33 is granted for assessment of containment isolation capability of containment isolation valves (CIVs) per our Generic Letter (GL) 89-04, Position 10.
CIVs that perform any other leakage function in addition to or other than containment isolation should comply with the Code requirements.
Table 1 of our SE provides a summary status of each of you} relief requests.

This requirement affects fewer than 10 respondents and, therefore, is not subject to Office of Management and Budget review under P.
L.96-511.
