MANAGEMENT ACTIONS TURKEY POINT PLANT An NRC Fitness for Duty inspection was conducted at Turkey Point in September of 1991 and resulted in no violations.

A previous inspector follow-up item from the St. Lucie inspection regarding insufficient weekend testing was closed out during this inspection.

During this reporting

period, Roche Biomedical Laboratories issued two false negative
test, results for blind specimens submitted by the Turkey Point Plant.

One incident resulted from a

transcription error and the other from an improper identification of an accession number.

Although Roche s false negative rate of l.5% for 1991 is well below the 10% error rate allowed by the Department of Health and Human Services standards for NIDA certification, they were instructed to take steps to eliminate the type of human errors which caused these false negatives.

FFD Reportable Events for 1991 Turkey Point Plant 3.1 On July 11, 1991, in response to an anonymous allegation, a contractor supervisor was given a for-cause-test and was confirmed positive for alcohol at.04 BAC.

The individual stated that he had not consumed alcohol within the Protected Area of the plant.

The individual's unescorted access to the site was revoked.

3.2 On August 6,

1991, in response to observed
behavior, a

contractor supervisor was given a for-cause-test and was confirmed positive for alcohol at.07 BAC.

The individual had not yet been given unescorted access to the site and his access was denied.

On August 9,

1991, in response to observed
behavior, a

contractor supervisor was given a for-cause-test and tested positive for alcohol at

.09 BAC.

The individual "was detected while attempting to gain access to.the site and had not consumed alcohol within the Protected Area of the plant.

His unescorted access to the site was revoked.

U 3.4 On September 17, 1991, in response to observed behavior, a

licensee supervisor was given a for-cause-test and tested positive for alcohol at

.07 BAC.

The individual was detected while attempting to gain access to the site and

.had not consumed alcohol within the Protected Area of the site.

The individual's unescorted access to the site was suspended and was later

- restored after completion of a

rehabilitation program.

LUCIE PLANT During the second half of 1991, the St Lucie Plant Fitness for Duty, Program continued to meet all regulatory requirements as well as FPL Nuclear Division objectives.

There were no reportable events for the St Lucie FFD Program during this period and management actions pertaining to NRC inspections and false negative test results are covered in the Turkey Point Plant report.
